Setup is the fastest path from a brand-new account to a live site and a team running it: a business brief, a design pick, a real publish, departments in propose mode, and a couple of optional connections.
It opens on its own the first time an account has no site and no company. After that, it's one click away in Settings > General > "Run setup again."
